February 15, 2008 - Dean Peroff, lawyer for Michael Kapoustin, filed an application with the Commission for Public Complaints Against the RCMP (CPC) for an urgent investigation into misconduct by members of the RCMP towards Mr. Kapoustin, which prompted his arrest, interrogation, torture and conviction in Bulgaria. rcmp complaint - feb 15, 2008

April 14, 2005 – The Honorable Dan McTeague, Member of Parliament, Parliamentary Secretary to the Canadian Minster of Foreign Affairs to Kapoustin stating that Canada has gone above and beyond and can no longer provide assistance to Kapoustin in securing a transfer for him to Canada.  (pdf file)

June 11, 1999 – The Canadian Embassy in Bucharest to Kapoustin advising that Bulgaria has indicated its intentions to “expeditiously” consider a transfer for him to Canada contingent on the payment of any outstanding “financial obligations”.  (pdf file)

July 15, 1997 – A former Bulgarian employee of LifeChoice files a Prisoner Data Questionnaire with Amnesty International stating that Bulgaria charged and detained Kapoustin for two years without any evidence of a crime. Bulgarian officials made public statements that they cannot back up and are now embarrassed about the situation. They continue to keep Kapoustin in detention while they struggle to look for evidence. (Please note that the name and personal information about the Bulgarian employee and Kapoustin’s family has been deleted for privacy reasons.) (pdf file)

July 2, 1997 – Doornbos, Liaison Officer, Royal Canadian Mounted Police (“RCMP”) for Bulgaria, based in Vienna, Austria, faxes Kirov, Police Investigator, Bulgarian National Investigative Service (“NIS”) with information on Kapoustin’s Canadian civil suits and states that he is still waiting for the “promised” written confirmation of information and “rogatory request”. May 23, 1997 – Canadian Government Case Note on Kapoustin, stating that the setting of a trial date may take another two years, corruption abounds within the Bulgarian prosecutors office, that Kapoustin wanted German officials notified that he is not being tried for the offences he was extradited for and that Kapoustin wants to take his case to the European Human Rights Court and was looking for assistance from Canada. October 25, 1996 – The Canadian Embassy in Bucharest to the Bulgarian Ministry of Foreign Affairs requesting copies of Kapoustin’s medical records. (pdf file)

August 23, 1996 – The Bulgarian Newspaper, The Standard, reporting that Kapoustin was on a hunger strike in Germany. The article also reports that Canada did not want to extradite Kapoustin because he did not “reak havoc there, as he did in Bulgaria. He was basically involved in sexual crimes.” (English translation of Bulgarian original) (pdf file)

August 23, 1996 – Doornbos, RCMP faxes Colonel D. Vangelov, Bulgaria’s Central Service for the Fight Against Organized Delinquency (“CSBOP”) a six page investigative report and conclusions from the Vancouver RCMP Proceeds of Crime Unit prepared by S. Sgt. Vander Graff (Acting) Office in Charge. It outlines a review of civil files involving Kapoustin in Canada. (pdf file)

August 21, 1996 – Department of Foreign Affairs and International Trade, Government of Canada to Kapoustin’s father about the extradition process and confirming that the Interpol section of the RCMP wrote to Bulgarian police confirming that there were no records of Kapoustin being involved in sexual assaults in Canada. August 14, 1996 – Doornbos, RCMP faxes Colonel D. Vangelov, CSBOP with more information about Kapoustin’s activity in Canada. (pdf file)

August 9, 1996 – The Canadian Embassy in Germany to the Government of Germany stating that it contacted Canadian and international authorities and there are no records of Kapoustin being charged with or committing a sexual offense of any kind. (pdf file)

August 1, 1996 – Article from the Bulgarian newspaper “Continent” with interviews with Georgiev, Police Investigator, NIS and Chief Prosecutor of Sofia City Prosecutor’s Office, Nestor Nestorov. The article attributes quotes to Georgiev stating that Kapoustin is a sex offender in Canada and has transferred $18M USD out of Bulgaria. (pdf file)

July 26, 1996 – The Canadian Embassy in Germany to the German Government expressing the concerns of Kapoustin’s family and asking Germany to seek assurances from Bulgaria about the validity of their legal process should Germany agree to extradite Kapoustin back to Bulgaria.  (pdf file)
