Bulgaria was granted entry into the European Union even though it showed deficiencies in the areas of judicial reform, corruption and organized crime. As one such example, I have recently learned about a Canadian citizen, Michael Kapoustin, who has been wrongfully imprisoned in Bulgaria for the past 12 years.
Bulgaria continues to refuse to send Michael Kapoustin to Canada citing irrelevant and unlawful grounds. In addition, there are systemic judicial and penal system problems in Bulgaria with the treatment of all foreign prisoners.
Allowing Bulgaria to accede to the European Union only reinforces the impunity with which Bulgarian authorities act.
Please demand justice for Kapoustin and support Canada in its efforts to repatriate him in accordance with the Council of Europe's Convention on the Transfer of Sentenced Persons.
